Corvallis man gets federal prison term in fraud case

EUGENE — A second Corvallis man has been sentenced to prison in connection with a 2000 fraud scheme.

Rick W. Olsen, 41, was sentenced Wednesday to four months in federal prison followed by three years' probation. Judge Ann Aiken of the U.S. District Court in Eugene also ordered Olsen to pay $50,000 in restitution, $15,000 in back child support and $48,000 in federal income tax.

In November, Olsen pleaded guilty to defrauding Lawrence Volpe of Spokane out of $50,000 in a bogus investment scheme, promising a $200,000 return on the so-called high-yield debenture trading program. Volpe lost the entire investment, according to Assistant U.S. Attorney Chris Cardani.

Olsen also pleaded guilty to failing to file a federal income tax return.

Olsen's partner in the investment scheme, Forrest Neil, pleaded guilty in March 2003 to mail fraud, wire fraud and failing to file a federal income tax return. The 64-year-old Corvallis man admitted bilking his victims out of $350,000.

Last December, Neil was sentenced to five months in federal prison followed by five months of home detention.

The FBI and IRS led the investigation as part of a national effort by the U.S. Department of Justice to crack down on investment scams.
