Highway 99W crash kills Salem man

A Salem man died and his wife and her two sisters were injured in a two-vehicle crash Thursday afternoon on Highway 99W south of Monmouth.

Raul Figueroa Ramirez, 45, was pronounced dead at the scene of the crash, which occurred at about 3 p.m. and closed the highway for nearly an hour.

Ramirez was the front-seat passenger in a 1989 Ford Aerostar minivan driven by his wife, Felisa Figuero, according to the Oregon State Police.

The Aerostar was northbound on Highway 99W, according to police, when an eastbound 1988 Ford Crown Victoria sedan driven by 86-year-old Ruth Stafford of Dallas pulled onto the highway from a stop sign on Clow Corner Road and struck its side, police said.

The impact caused the Aerostar to spin 180 degrees and roll at least once across the road’s shoulder before it came to rest in a grass field east of Highway 99W, police said.

Figuero was transported to Salem Hospital. Her two sisters, Mantina Franco and Maria Quevedo, were also injured in the crash. Franco was also taken to Salem Hospital. Quevedo was transported to Legacy Emanuel Hospital.

Stafford was not injured.

Police said Friday that use of safety restraints by those involved in the crash still had not been determined.

No citations had been issued Friday and troopers were continuing to investigate the fatal crash.
