The Oct. 25 summary in the Democrat-Herald of the latest Albany City Council discussion of a utility fee to help with the city's $11 million budget shortfall is the first I have heard Mayor Sharon Konopa promote nonprofits contributing payments to Albany's water and sewer costs. I assume she means that the carousel would be one of the nonprofits that would pay a utility fee.

The carousel should pay the fee. It was built on the promise of generating riches for Albany that would solve all of Albany's financial problems from here on out. What happened? Reality hit, as some knew it would.
